Samuel Brown
Samuel Brown is an Assistant Regional Counsel in the Office of Regional Counsel in the U.S. Environmental Protection Agency's San Francisco Office, Region 9. At Region 9 Mr. Brown develops and initiates administrative and civil enforcement actions, defends EPA actions before the Environmental Appeals Board and provides general counseling, with a focus on the Clean Water Act and the Safe Drinking Water Act. Mr. Brown was formerly an Attorney-Advisor with EPA's Office of General Counsel in Washington D.C. where he focused on the Clean Water Act. In particular, he developed an expertise in EPA's implementation of the national storm water program under the Clean Water Act, including the industrial and municipal storm water programs and the utilization of green infrastructure and low-impact development to satisfy the requirements of the Clean Water Act. Mr. Brown is also a former fellow with the Pace University Land Use Law Center and an investigator with Riverkeeper working on New York SEQRA proceedings involving municipal government zoning and planning initiatives and the utilization of green infrastructure in the New York City watershed. Mr. Brown is a former adjunct professor with Pace University School of Law and guest lecturer at The George Washington University School of Law. Mr. Brown is a graduate of Pace University School of Law and Michigan State University.
